Description of problem:
Suggestion to tweak the fractional replication agreement setup UI:
If a user checks the Enable Fractional Replication checkbox, but doesn't move
any attribute from the Include to Exclude list... the replication agreement
will
end up not having the fractional replication tab.
Since user selected to enable fractional replication in the first place, it may
be better to show the tab anyway so changes can be made when needed.
