#47991 upgrade script fails if /etc and /var are on different file systems

The 60upgradeconfigfiles.pl script fails if /etc and /var are on different file systems.
It fails in rename with the error:

Running stage runinst update /usr/share/dirsrv/updates/60upgradeconfigfiles.pl

and following scripts, eg schemaupgrade are not executed
