#49277 Improve systemd and sysctl tuning

Issue Description

Out of the box we require admins to perform a number of steps to tune their servers for DS. Instead, we should ship appropriate defaults, with documentation and explination that "just works".

This will remove the need to operate dsktune pre-installation, as these values "will be correct".
