#49447 On upgrade to 1.4.x server may not start due to missing PBKDF2_SHA256 object

Issue Description

On upgrade because we are missing this item, the server may not start. We should use the "on start" upgrade from the ipa-certmap code to fix this,

there are now two mechanisms to add the entzry: in add internal entries and in bootstrap_config.

The one in add_internal_entries always fails the schemacheck because the plugin description attributes are missing.
I think the adding in bootstrap config should be sufficient.
