#50439 Update docker file to work from master source tree

Issue Description

The previous dockerfile in the tree was only a poc. Update it based on the current suse obs deployment, and allow building from source.

The approach taken for fedora may be different, but it's valuable to have this build from source rather than rpm to allow quicker development and integration testing in master.
