If package has no documentation, or documentation is smaller than 1 KB (for example), this test should definitely pass. If documentation is larger than (let's say) 10 MB, this test should fail. Size range between that could remain inconclusive as-is.

According to the guidelines, this is not only a question of size but also of the number of docs - many small docs also need their own package. With this said, I agree: this can (and should) be automated.
