#120 Adding a user to a "full" domain gives unhelpful error message

When adding a user to a full domain (one whose nextID is > the maxID), it gives the error message "Transaction error. Could not add user." This should be more informative: "No available UIDs in this domain"


I am getting "Failed to allocate new id, out of range" - although I like "No available UIDs in this domain" better.

Tests sets range from 2000 - 2010, iterates and adds users up to uid 2010, then attempts to add one more user ... I get the above message.
