Split from Ticket #1210

We decided at the 2012-03-01 SSSD team meeting that we'd split these tickets and handle autogeneration later. The short-term solution will be to warn during 'make update-po' if there are manpage XML files in the src/man directory that do not appear in the po4a.cfg file.
