#126 SSSD Should Fail to Start if maxId is defined lower than minId

Description:
The following invalid domain ranges can be defined and the SSSD Services start successfully.[[BR]]

maxId lower than minId[[BR]]
maxId=999[[BR]]
minId=1000[[BR]][[BR]]
In this case - only one user can be added[[BR]]

EXPECTED:[[BR]]
Error message starting sssd stating invalid ranges.[[BR]]

ACTUAL:[[BR]]
Services start successfully.[[BR]]
