Provider=files gives no benefit.
We will remove this provider type, as well as any references in the docs and examples to the "LEGACYLOCAL" migration domain.
This provider type made sense only when we were originally planning to support an InfoPipe. We needed to be able to store the additional user attributes. As the InfoPipe has been shelved indefinitely, we should no longer advertise this functionality.
Accessing the files through the proxy provider will still be possible, just not advertised or encouraged.
