#1778 Do not copy special files when creating a home directory from a skeldir

When creating a home directory in the local domain from a skeldir, we also attempt to copy any "special files" which might reside in the skeldir, such as char devices, pipes etc. This is neither terribly useful nor completely safe.

We should simply stop copying the the special files and amend the manual pages to indicate the change.
