In the first implementation if all the sinks for a target are either dead or suspended the attempt to log the event would return error ECANCELED to the caller of the ELAPI interface. This might not be the right behavior in all cases. In some cases it would make sense to try to revive a suspended sink earlier if the sink was suspended and there is a chance it can be revived.
