#321 Fail over marks server as not working even if only the service is down

SSSD doesn't work properly if it is configured with more than one server (e.g. for LDAP) and both servers have the same hostname, but different port numbers. If it can't connect to the first server:port, it will mark the whole server as not working, thus not even trying the same server with different port. This can potentially also affect other services using the same server.
