#3316 sssd-secrets doesn't exit on idle

I can't recall a reason not to exit sssd-secrets on idle..

Just for the record ... the "responder_idle_timeout" came after secrets responder and when I introduced that I've decided to not be so greedy, so I kept it in the scope of the responders that became socket-activated at point and didn't touch secrets at all.

Fortunately it was fairly easy to expand it to secrets as well.
