#3988 pam_sss failing for external users not configured via sssd

Description of problem:
The addition of pam_sss in the password-auth stack causes failure for external
users. This affects  users handled by 3rd party NSS modules, which are enabled via new
entries at the end of the `account` PAM stack for sshd.
