When we are using inotify to monitor changes to the sssd.conf, it only notices the first change. Subsequent changes are not detected.

This problem does not exist for the polled monitoring (on OSes/filesystems that do not support inotify monitoring)

Working on this issue as it is a blocker to Bug #53
