It looks like sssd built fine even without this patch because gcc was installed as a dependency of something else, but I agree it makes sense to add it.

Because gcc is still part of built-root. And you can see int in fedora BZ that it is still just in ASSIGNED state https://bugzilla.redhat.com/show_bug.cgi?id=1551327
@jhrozek, BTW it is not necessary to close PRs. You can use comment in commit message which will "Merge" PR.
As you can see it in #3645 and 1ef36a8
I explicitly created a chroot that didn't have the base-devel group as ignatenko hinted somewhere..
