Through discussions in #fedora-admin and #fedora-ambassadors, I found out that every group/team/SIG in Fedora Project is allowed to decide restrictions and rules about its meetings, which is due the variety and amount of members in such teams/SIGs/groups.
I agree on that, though I think it must be crystal clear in the Fedora Project Wiki, at least somewhere in Fedora LATAM[1] or in the Reimbursement[2] page, in our case. Last meeting, a fellow ambassador had to cancel a business meeting so that he could attend the LATAM meeting in order to have his ticket voted, but then there was not enough quorum to vote. The same has repeatedly (twice?) happened to another fellow ambassador Wolnei. We had 5+ ambassadors from 3 different countries, including a FAmSCo member, but still there wasn't quorum (rly?!)
What I suggest is to discuss this ticket in order to settle the following questions:
I) How many ambassadors are needed in order to a LATAM meeting to happen? I.a) Is mandatory the presence of a FAmSCo member?
II) How many countries represented through their ambassadors are needed in order to vote for a ticket? II.b) In case the number of countries are ok, how many ambassadors are needed in order to vote a ticket? II.c) Is there a case where we could ignore this rule? (emergency? two FAmSCo ok? so on)
III) I'm sure other people will bring up their ideas when this ticket comes to the meeting, so let's keep this third suggestion field for others to complement.

The rules of quorum are present on the Latam Reimburment page, https://fedoraproject.org/wiki/Ambassadors/LATAM/Reimbursement#Limits_per_trac_ticket for everyone to read. And were created to follow planning and distribution of the budget.
I was not around on last meeting as I was giving a talk at an University. But I read the logs and want to clarify before any more confucion around this issue.
First the rules are there for a reason.
Not sure what other ticket do you refer but there was not pending tickets by the date of the meeting except one created on the same day of the meeting, events and expenses needs to be planned we can help with an un plan event but do not rush to approve a ticket created on the same day, were is the planning there.
Sorry if there was not quorum, but that happen sometime and that is the reason why we need to work planning ahead.
If you added a ticket and you need it urgently it can be discuss on the ticket or on the email list previus to the meeting day, but if you created it on the same day there is no room to help there.
Depending on the amount of the ticket the reimburment say that Credit Card holder in this case Neville, or a member of famsco can approved, so that solve what ever issue there, but with no communication no help.
Wolnie ticket is not on latam track it is on fudcon track as such is not on latam agenda and is another bussiness.
Rewarding Fudcon latam budget and tickets all travel tickets were already discuss and agreed on, Wolnie ticket was not discuss and was not agreeed on. The persons who own the event deside who will have priority depending on the subjects of the talks propoused.
Wolnie's was not the only ticket that is pending there are other people that wants to go but we were not able to help, budget has limits.
Wolnie knows there is not budget and deside to buy his own ticket to go, he request some help with hosting but there is no budget left and organizers are still looking to save some money by buying early tickets to all people sponsor and if we save some money will help Wolnie.
But until all expenses are defined there is way to do so at this point.
Unless there is some how more money from fudcon budget there is way to help,
Tickets an request have to be planned there is a budget and a few room to manage. If someone needs to have something approve he needs to plan it right, we have take some tickets from one week but it small matters.

1) It seems you didn't read the meetings' log neither understood my ticket with attention. It's not only about last meeting, it's about people not knowing the quorum rules (nor attending the meetings), since it was stated in the meeting the only reason the ticket couldn't be voted was due to lack of quorum, which according to a FAmSCo member, the person running the meeting, and echevemaster (the one in chair) was 5 countries voting in favour.
It seems it was discussed in the past, reason for why I created this ticket. If that's the policy, let's put it in the wiki. The other thing is that I disagree with this number. 5 countries are like every active country in LATAM (maybe there are less active countries). Well, let's discuss that in the meeting.

Not I did read the logs, and seems like you as many in the region do not read pass logs meetings and all that.

Plus I have been on almost 99% of latam meetings and there is only one or two times where we miss the quorum. And never on urgent matters.

My ticket was voted recently, don't you think it's clear to me?! I've attended to 80% of all LATAM meetings since I joined the ambassador programs, so I can't understand what you're saying in here by points 1-6. You keep focusing in Latinoware or last meeting but I'm talking about "quorum rules" for anything, and this '5 countries voting' of last meeting.
And no no no, I'm not concerned at any ticket, or meeting or any specific event. I'm only worried about a place where we can read voting rules for LATAM meetings. That's it. I'm in Fedora Join SIG and ever since I have been worried about presenting Fedora Project information to beginners in the project. As I have said since the beginning of this post, there is NO place talking about quorum in LATAM meetings... I think we should discuss that in IRC or during the meeting.

There is not quorum require for a meeting same on FAMSCO if there is one member he can created the meeting the quorum requirement is for reimbursement rules, and votes. That is why, there are not specify on any other place.
The idea is that the meeting has to happen if one person show up for the meeting and he fire the log, he can do and email the meeting logs saying that he show up. As simple as that.
But not ticket decision can be made.
Well, let's wait to the meeting. It's not fair to only two of us speak on behalf of the others.

I don't know what happened in this moment, but there was a misunderstand between us, as can be seen in the log of the meeting, I quote part of the log

both Alejandro y Luis as Famsco Members (or neville as credit card holder) can be approve a ticket that not exceeds $499 without need of the presence of the ambassadors of differents countries, as described in:

However, it has been customary in Latam make a clear vote with the local community that remain registered in the logs corresponding.
As I said that day was a missunderstanding and a clear oblivion of the existing rules.
My only recommendation was that I said above in the comment 10 (make a reminder, when it comes to discussing a budget) or include a comment in the "Important" section that contains something like ''' "Before asking Fund Requests / Reimbursements, ambassador declares having read these guidelines"'''
However you can't change/add some of these guidelines, without first consulting with the community of ambassadors, please do not.
