#445 "discuss" tag on pagure

After publishing issue #444, I see that it can work a "discuss" tag, so, we can discuss the issue on pagure and not on a meeting, because discussing it on a meeting will take a long time, and a lot of assistants.

The meeting rules says that a ticket must have the "meeting" to count in
the weekly meeting agenda, what does this "discuss" tag mean? Is is tikcet
awainting for comments in the ticket? It is a ticket that was included in a
meeting but that requires more info?

Some usefull tags I think can be:

INCOMPLETE : a ticket asking for budget for a event without a proper wiki
page?
NEEDINFO: not much to say about this

I think it like "I request comments about this ticket, please" or for the times when we discuss a ticket but we don't agree at all in the meeting. Maybe a most accurate tag will be "Needs Feedback"

Can be both... Meetings are a little portion of time every 7 days, and there are, at least, 8 assistants...

I don't know if it can be mixed with another tag, like "incomplete" or "discuss", but can work too. And having more tags will work better if we really use it

We can look for another name, but your idea is great!

We're finally closing this issue, but first, I'll define the tags here:

Approved: Means that the issue (mostly requesting funds or SWAG) is approved by the community. (it can be approved by voting in meetings, or, if decided, can be voted in pagure (pay attention --> "if decided")
Closed: I don't think I should explain it
Discuss: <> This tag is for issues that can't be discussed on meeting because it need more time or if "voting" is not required.
Fix: <> This tag indicate that the issue have to be fixed (need more info, is incomplete, or think like that).
Meeting: ** When we need to see the issue on meeting, mostly for voting, we use this.
Reimbursement: ** This is the last step from an issue that was approved, always asking for funds or SWAG.
