This is the start of scripts and infrastructure for supporting
derivative CentOS Stream Hyperscale kernels based on the
CentOS Stream 9 kernel.

There are still bits and pieces not plumbed through yet, but this
handles a lot of the grunt work of working with the kernel sources.
