#39 Major RPM upgrade

RPM 4.15/4.16 already have bunch of nice changes (e.g. dynamic BuildRequires) and RPM 4.17 will most likely bring dynamic subpackages generation. I'd propose to build new release as part of hyperscale SIG so that people can take an advantage of these features. In the beginning I can imagine building 4.16 in hyperscale8s and 4.17 in hyperscale8s-experimental.

From past, I remember that SONAME was bumped so to avoid many issues I just reverted bump of SONAME (as changes in ABI were negligible). At this moment, I'm not sure if it would work for 4.14 → …. So in the end it might not be 100% drop-in replacement and we might end up rebuilding grub and few other packages that depend on librpm.

I would say that this would probably need to be in -experimental for any RPM upgrades. Not just because of ABI stuff, but because RPM winds up having major changes in behavior that is not expressed in the librpm ABI.
