This is needed by some EPEL RPMs and potentially some Hyperscale RPMs as well; flip this on in Hyperscale as it's simpler than fixing this on epel-release (which also has to support RHEL and RHEL derivatives). We might want to propose this for epel-next-release (when it's available)

We'll need this for -experimental as well as rpm now pulls in fsverity

The consensus seems to be that this won't be done by default, and doing it post-install is too hacky. We should probably just focus on doing this in our own kickstarts.

I brought up a related issue to the DNF sync a while back - ideally we have /etc/yum.repos.d/overrides or some similar mechanism, similar to how systemd let you override service configurations locally. Because once you mess with a repo config (like overriding enabled), if that config is ever updated you either lose your change or the new update is not applied.
