Added arc-kde, thefuck, and vim-latex to ignore-packages.txt.

arc-kde was already converted, but not mentioned in the commit message. thefuck and vim-latex are already the correct SPDX expression.

arc-kde was converted slightly incorrectly. I have filed https://src.fedoraproject.org/rpms/arc-kde/pull-request/1
I will merge as it is when you merge the PR.
