#1020 CLI for configuring ACL for database user

The database upgrade process contains some non-trivial steps to update the ACL for the database user:

It would be better to provide a tool that the LDAP admin can use to manage the ACL:

$ pki-server <connection info> database-acl-add "uid=pkidbuser,dc=example,dc=com"
$ pki-server <connection info> database-acl-del "uid=pkidbuser,dc=example,dc=com"
