#1161 submitting a cert request with bad PKCS10 data results in incorrect exception

For bad pkcs10, CA throws "Invalid Request" and wraps it as an EBaseException -> which results, on the REST interface results in a PKIException.

What we really should be passing back is a BadRequestException.

Suggested: 10.2.1 or 10.2.2
