#1162 when pkcs10 is passed into cert_request in rest interface we should accept with headers attached.

Reopen Issue

Right now, the cert_request is passed unchanged to the underlying layers where it is rejected.
I suspect that the headers are stripped off in the UI. We should probably do the same thing
in the REST API layer.
