#1242 Integrate nightly COPR builds of Dogtag into the QE CI Testing Framework

Currently, QE maintains a continuous integration (CI) and testing framework utilizing Jenkins.

To make nightly builds of Dogtag publicly accessible, it has been suggested to setup COPR builds of current Dogtag development and integrate these into the QE CI test framework.
