#1411 Build and deploy versions of Dogtag 10 on ppc64/ppc64le/s390x etc.

Although the hardcoded 'x86/x86_64' logic was removed in PKI TRAC Ticket #1392 - Remove i686/x86_64 architecture limitations (e. g. - ppc64/ppc64le), the following issues must still be resolved before victory can be claimed in supporting Dogtag 10 on these architectures:

* dogtag-pki-theme.spec
* dogtag-pki.spec
* pki-console.spec
* pki-core.spec

Per CS/DS meeting of 06/15/2015: 10.3

The reason for this change is that we believe that these platforms are not required by either FreeIPa or RHCS 9 for RHEL 7.
