#156 Installatiton Servlet Stage 2: Refactor existiing panels to use new ConfigurationUtils code.

Stage 1: write installation servlet, putting common code into a static ConfigurationUtils? class.
Stage 2: refactor the panels to use that Config Utils class, so that code is not duplicated. Stage 3: refactor calls made during installation and make them restful.
