Ticket #1597, gives us this feature for symmetric keys and recovering asymmetric keys using the CLI.

We need this feature implemented for asymmetric keys that are server side key generated and archived at the same time.

The reason we left this out of 1597 was due to the fact of extracting the key before encrypting. This will need to be worked out somehow.
