#164 Update Dogtag 10 to utilize Tomcat 7

RHEL 7 will include Tomcat 7 (not Tomcat 6).

Consequently, Dogtag 10 will need to be changed to use this version of Tomcat.

Promoting this from 'Dogtag 10.0 - Phase 3' to 'Dogtag 10.0 - Phase 2', as this was required for the 'configuration.py' scriptlet.
