Reopen Issue

Since ticket #1922 will not be fixed, there should be a note to explain that the TPS subsystem in Dogtag 10.2 or earlier cannot be upgraded to Dogtag 10.3 or later. The TPS subsystem needs to be uninstalled from the Dogtag 10.2, and then reinstalled on Dogtag 10.3.
