pki-server instance-stop return 0, and shows message
that

RootTCA instance stopped

Steps to Reproduce:

1. pki-server instance-stop <invalid instance name>

Actual results:

Instance which is not exists.

RootTCA instance stopped
------------------------

Expected results:

It should fail and shows error.
