pki-server instance-* subcommands throws exception
while providing wrong parameters.

Steps to Reproduce:

pki-server instance-nuxwdog-enable RoootCAA

Actual results:

printing traceback.

Expected results:

It shows Invalid instance error.

Per PKI Bug Council of 06/23/2016: 10.3.4
