#2514 Applet upgrade doesn't work while doing re-enroll

  1. Enroll a smartcard with Applet id say 1.4.4D40A449 .
Status on UI::

  1. Try to re-enroll a token .

I have tried above scenario with same user/different user it never worked

Format and reformat works and applet upgrade happens .

re-enroll doesn't change applet version

Expected results:

re-enroll should do applet upgrade

externalReg ignores token policies by design. Applet upgrade works for me.
