Currently, 'pkispawn' installs and configures the specified PKI instance.

Create a configuration parameter called "pki_skip_configuration=False" (default setting) which allows a user to only "install" a specified instance.

Question: Is there any need for a parameter to skip installation (i. e. - "pki_skip_installation=True" so that a user could install and configure in separate steps?)
