#2961 pki-server instance-show should not return 'Active: True' until the system is actually listening for connections

Presently, when running pki-server instance-show <instance name> the command will return Active: True when the instance is not actually listening for connections.

The system should either have an additional Listening: option or should return False until the instance is fully ready to process.

Ideally, this command would tell users what port is being listened on as well.
