We need a tool to generate the S/MIME cap extension just like GenExtKeyUsage was created to generate a key usage extension and so are other ext tools we have.

It would be better to provide regular support for SMIME capability extensions instead of developing new tool that it is just workaround for missing SMIME capability extension support.
