GUI-based configuration and CLI-based configuration go through different code. There are additional code in the CLI-based configuration to support combined instance.

Consider this scenario:
1. Use pkispawn to create CA with pki_skip_configuration=True.
2. Use GUI to configure CA.
3. Use pkispawn to create KRA on the same instance with pki_skip_configuration=True.
4. Use GUI to configure KRA.

If this scenario is not supported now it should be documented.

[06/04/2014] - Moving to Milestone 10.2.2 due to schedule restrictions.

This is being resolved as 'wontfix' since we have decided to remove the GUI browser configuration panels interface. (per CS Meeting of 09/17/2014)
