#67 Create test client to test DRM server changes

This client would be used to initially test the DRM changes. It also could possibly be made a JUnit test down the line. The tool would create a key and passphrase and wrap it up and send a request to the DRM in order to have the DRM store the data.

Alee and I are working on this together since we are going with a rest based client solution. This could easily be assigned to him if desired.
