#881 TPS Rewrite: Handle certificate Revocation

This feature will allow us to revoke and un-revoke certificates based upon the update to a user's token. For instance, formatting a token can result in having all the previous tokens revoked.


This one has to go after the other ticket that is reponsible for updating the token db. If we don't have a token db updated with certs, we can not do this.

CFU already has the wiring in to make the remote requests to the CA to do this. This will be fairly small task of rifling through the certs assigned to the given token and making the proper calls.

This should be covered by #941
