This task is to provide a clear TPS User Authentication Plugin instruction for the work of
ticket # 879 https://fedorahosted.org/pki/ticket/879 TPS Rewrite: Implement User Authentication

It will be similar to http://pki.fedoraproject.org/wiki/PKI_Authentication_Plug-ins to RHCS, but with additional
TPS specific instruction.

Per PKI/389 Meeting of 05/19/2014, moving to Milestone 10.3.
