As there were some older nvr builds got tagged later than newer nvr builds I had to find those newer builds and retag them, but its been so long ago they were built, koji garbage collected them, so I just rewrote those signed rpms to koji

$koji write-signed-rpm 9db62fb1 gnofract4d-3.14.1-22.fc28 jhead-3.00-9.fc28 perl-namespace-clean-0.27-7.fc28 quake2-6.00-10.fc28 yubico-piv-tool-1.5.0-1.fc28

That should fix this issue and this can be closed.
