#233 Drop reference to modules in recommendation re multiple versions

As the epel modular repo has been retired, guidelines on the SCL page regarding multiple versions of the same package need to be updated to reflect this.

If the current recommendation is to use ‘base name + suffix’ for additional versions, this would need to be spelt out.

The need for clearer guidelines on this arose, for example, in recent discussions in Bug 2210386 on how best to introduce jemalloc 5.3.0 into epel.

I believe EPEL recommends the Fedora non-modular way of having more than version of a package.
