#242 Formalizing the EPEL Steering Committee voting process

Related to #240, the voting process for the EPEL Steering Committee is still on the wiki.

This process needs to be converted to the normal Fedora documentation.

I also think this is a good opportunity to improve and solidify the voting process. We usually refer to the current process as "fuzzy". Please refer to the old wiki page for the exact wording we used previously to describe it, but I'll try to paraphrase the key points here.

  • Anyone can show up to the EPEL Steering Committee meeting and vote on issues.
  • Under certain conditions, votes from committee members can be the only votes that count (i.e. throwing out non-member votes). The conditions to trigger this are not clear, but are described as "hard decisions" or "no agreement". In that scenario a minimum of four committee members must agree to pass an issue.
  • FESCo retain veto authority over votes.

For consistency, I propose that only committee member votes count, always. This would mirror how FESCo votes. Community members are still able to voice their support or opposition to issues, either on the mailing list or in meetings, but the final decision would be left to the elected representatives on the committee.
