I tried to do a mock build of swift-lang (https://src.fedoraproject.org/rpms/swift-lang) for epel8 but root.log reported that libbsd-devel and libsqlite3x-devel were not found. Could these be added to epel8 for swift-lang to build? Thanks.

Neither of those packages are part of RHEL8, so their -devel packages cannot simply be added. Someone has to build and support libbsd and libsqlite3x in EPEL8.
The EPEL issues are for problems that the Fedora/EPEL infrastructure team can do something about.
There has been some confusion, because we have asked for people to report when there are packages that are in RHEL8, but their -devel packages are not in RHEL8, or RHEL8-CRB. And example is that openslp is in RHEL8 appstream, but openslp-devel is not available. This prevents kio-extras from building.

Anyway, neither libbsd nor libsqlite3x are in RHEL8. Since they are not, the proper way to get them (and their -devel packages) is to create a bugzilla specifically for those packages, asking that they be built and supported in EPEL8.

This issue should be closed, but I cannot close it.

I followed your advice and we do now have swift-lang in epel8. Thanks for the info! Sorry I didn't close it sooner.
