I have encountered problem with rpmbuild and dependencies during dynamic buildrequires. It returns 11 even though all dependencies are satisfied.

How to reproduce:

I have this .spec file: TODO
1) create clean machine using 1minutetip
2) yum install rpm-build
3) copy .spec file to remote machine
scp -i /usr/share/qa-tools/1minutetip/1minutetip /home/thrnciar/Downloads/dummy-pkg.spec root@10.0.138.87:/tmp/
4) /usr/bin/rpmbuild -br --target x86_64 --nodeps /tmp/dummy-pkg.spec

echo $?
11
6) rpm -pqR /root/rpmbuild/SRPMS/dummy-pkg-20191202_1130-0.fc31.buildreqs.nosrc.rpm

rpmlib(CompressedFileNames) <= 3.0.4-1
rpmlib(DynamicBuildRequires) <= 4.15.0-1
7) dnf install copr-cli
8) /usr/bin/rpmbuild -br --target x86_64 --nodeps /tmp/dummy-pkg.spec

At this point, all dependencies should be satisfied but rpmbuild still returns 11.
