From github its hard to find the fedorahosted tracker for filing bugs unless you happen to already know about fhosted. There should probably be a link there saying "here is where you file new bugs or find existing bugs to work on."

What about a small section in the README which is displayed on github? The patch is already attached.

The basic idea of the patch is good, however, why pointing to /report/1 instead of just the home page?

Personally I think it's more comfortable for contributors to see the details of the active tickets, although they are also shown on the home page. So, here is a new patch with the home page link :)
