This originated in https://pagure.io/fedora-atomic/c/60655f506d3c63dc8d37c3636860fd30e54501d1 which was actually just due to Docker missing a dependency, so we've now come full circle.

so docker now has the dep and we don't need to specify it in the manifest ?

Yeah, but see the docker PR above - it will shortly lose it, then oci-register-machine should drop out of the host.

+1 - in that case should we make this change in the f28 and f27 branches also?

I see it on the f28 branch already. For f27... might be better to just let it be?
