What the badge should be granted for: Discovering any type of infrastructure outage.
Badge description: "You reported an unscheduled infrastructure outage to the sysadmin team!"
Anything else we need to know: This badge should be awarded to someone reporting any Fedora app or service (i.e. koji, bodhi, nuancier, etc) being down and properly reporting it to the sysadmin team. When a sysadmin realizes that this was not a planned outage they can let the reporter know to create a trac ticket for badge admins to grant this badge as a thank you for reporting said outage.

For example on Friday I discovered an outage with nuancier. In this case Toshio discovered that this was an unplanned outage and could have either awarded the badge to me or directed me to request the badge via ticket.

Hey, sorry it took me so long to respond here. Thanks for the idea.

I'm going to reject this one on a social basis.. it's tricky.

If someone reports an outage, the whole team is then going to be scrambling to fix the problem. We don't want to have to at the same time be worrying about awarding a badge, or remembering to award a badge. We don't want the awarder to be interrupting the outage response process by asking for a badge (or feeling neglected because they're not getting their badge).

It's tough, because reporting outages is a really useful thing. I want more people to do it! That said, hopefully people don't need a badge to motivate them to report problems to the infra team.
